Do we like Francis "Kiko" Pangilinan?
Our score: 7 out of 10. A decent public record on farmers and food, with no harmful words found, but the newest allegations are unresolved and my LGBTQ+ sourcing is thin.
Kiko's origin story is a good one. His dad nicknamed him "Atty. Biko" after a client paid a pro bono win with a sticky rice cake, and young Kiko did plenty of free work. He was a student leader from primary school, chair of the UP Student Council in 1986, then the first Student Regent with a vote on the UP Board of Regents in 1987.
That farm-and-fairness streak has followed him ever since. He authored the 2019 Sagip Saka law, which lets agencies and local governments buy produce straight from farmers and fisherfolk without public bidding. In late 2025 he was still pushing for it to be fully implemented, calling it a long-term fix rather than a handout.
The fresh mess started on 16 June 2026. Alleged former bodyguards of ex-congressman Zaldy Co showed a photo of Kiko with people they called Co's aides, as supposed evidence in the flood-control kickback scandal. Reports say he was not explicitly named as a recipient of cash. He called it a smear aimed at his reported appointment to a Senate flood-control subpanel and said he'd pursue the accusers for slander.
Not long before that, he was in a Senate stoush with Robin Padilla. Padilla said he'd file an ethics complaint over Kiko's alleged shouting in plenary, and Kiko replied he'd file one back if Padilla did. It reads as a heated chamber moment rather than a scandal, and I found nothing showing a complaint was lodged.
On the harm check, nothing nasty came up. Kiko has been on the receiving end of fake stuff: VERA Files rated a quote card claiming he'd promised to vote to impeach Sara Duterte as fake, and the closest real line it found was “We will just have to look at the evidence.” I found no grievance rants, conspiracy-peddling or dodgy collaborators, but I couldn't open a page confirming his stance on LGBTQ+ bills, so that part is unconfirmed.
On being a good egg, the record is clean in the way that matters here: I found no court outcome against him. The cash claims are only allegations, he denies them, and the lawyer pushing them reportedly later said the ex-soldiers never accused him. He has also been quick to threaten legal action at critics, which is a bit much, but it's not a pattern of mistreating people.
