Do we like Harley-Davidson?
Makes heavy cruiser and touring motorcycles, gear and financing; based in Milwaukee, Wisconsin, USA.
Our score: 5 out of 10. A loved American brand with one big past emissions fine and little else in what we found. We'd back it only cautiously, since we couldn't check its recent conduct.
Harley-Davidson is the Milwaukee motorcycle maker that sells loud, heavy cruisers and tourers. It is listed on the New York Stock Exchange, so shareholders own it. Its 2026 range was launched in 'Chapter 1' and 'Chapter 2' style reveals, with new CVO models and a Pan America update.
The biggest drama we found was emissions. In 2016 Harley settled with the US government and agreed to pay a $12 million civil penalty over 'super tuner' devices that pushed bikes past their certified emissions limits. It was also accused of selling over 12,600 bikes without proper EPA certification. It didn't admit liability.
The deal also had Harley spending $3 million on an air-pollution project. In 2017 Reuters reported, via the Milwaukee Journal Sentinel, that the Trump administration moved to drop that $3 million part.
More recently, a company release says it is moving Revolution Max engine production back to US facilities under a 'Back to the Bricks' plan. We didn't find recent fines or scandals, but our search was thin, so we sit in the middle at 5.
