Do we like Cebu Pacific?
Low-cost airline flying domestic and international routes from Manila, Philippines; it has over 100 aircraft.
Our score: 5 out of 10. A big, useful budget airline that connects the Philippines, but our searches found only one regulator fine and little recent detail on how it treats workers and customers. We're lukewarm.
Cebu Pacific is the Philippines' biggest budget airline and is run by the Gokongwei family. Lance Gokongwei has spoken about the meeting that launched it. It now operates a fleet of 100 aircraft, a first for a Philippine airline.
It's growing fast. Manila Bulletin reported record 2025 revenue of about P119.9 billion. It also bought AirSWIFT from Ayala Land for P1.75 billion and ordered 152 A321neo jets.
The big black mark we found is from the 2015 Christmas rush. The Civil Aeronautics Board fined it P52.1 million after delays and cancellations hit thousands of passengers. It paid up, and Gokongwei said sorry.
We didn't find recent scandals, but we also found little on pay, safety or the environment. So we land in the middle: useful, but unproven.
